If we make you a written offer of a property, and you decide not to accept that property, this is classed as a refusal. If an applicant refuses two offers that we consider to be reasonable, we suspend their application for 12 months. During this time, they cannot bid for properties. 

Applicants can appeal a suspension if they think they have a good reason to refuse a property.
